Implements a minimal custom serde Serializer and Deserializer on top of bincode with a custom self-describing format. The API is exposed as functions that can be used in #[bincode(with = "...")] attributes.

This doesn't encode as efficiently as pot, but it lets us get rid of that dependency entirely. It also gives us a more efficient option than serde_json for certain values.

We already declare FxIndexMap as an alias ourself.

Could we turn it into a proper newtype that derefs to FxIndexMap and automatically derives the right thing without needing bincode(with at every use site?

This specific one would still need the with because it uses JsonValue.

I'd much rather get rid of FxIndexMap in 99% of turbo_task::values and replace them with an immutable map implementation that stores it as a sorted Box<[K, V]>. Most of these cases don't care specifically about insertion order, just that there is some deterministic order.
