This simple workflow isn't perfect, but it replaces the need to manually run the e2e tests locally or on a VM. This makes it more repeatable across the team.

What this PR does / why we need it:
This adds a simple Argo Workflow. It isn't perfect, but it replaces the need to manually run the e2e tests locally or on a VM. This makes it more repeatable across the team. Right now there seems to be an issue with Kind failing to start intermittently but this moves us in the correct direction.
