P1 Badge Keep Angular packages on matching major versions

The commit downgrades only @angular/platform-browser to ^12.2.17 while the rest of the Angular stack remains on ^15.0.0 (angular-app/package.json:14-21). In the lockfile the installed platform-browser is 12.2.17 (angular-app/package-lock.json:684-699) but Angular packages such as forms and router declare peer requirements on @angular/platform-browser 15.2.10 (angular-app/package-lock.json:658-739). Installing dependencies will now produce unsatisfied peer dependencies and the app will compile/run with incompatible Angular majors, which typically breaks builds and runtime due to version coupling across Angular packages.
