build: GNUMakefile, Cargo.toml: Duplicated management for supported utils at each platforms #9819
Description
Supported utilities at each platforms are managed both on Cargo.toml and GNUMakefile.
We previously caused build failure due to PROGS UNIX_PROGS SELINUX_PROGS not syncd with Cargo.toml. We should remove those vars from GNUMakefile.
