Index management is an integral part of Archicad.
For a consistent work environment and template, with handling growing projects over many years, it is common practive to 'reserve' blocks of index numbers. You divide the index space into several regions, depending on your worklfow, e.g. one chunk for Archicad OOTB template attributes and for your own ones. This system can be easily expanded, e.g. with project specific blocks. I recommend to split them at the hundred marks like this:
