feature: topic clear without recreatign topic #4532
Description
- This clears stored data under topic without resetting offsets
- client:
- api for topic clear
- cli:
fluvio topic clear TOPICNAME- there should be a cli verification
This allows reset of topic data without deleting and recreating a topic.
