[Feature Request]: Enable applies to label hover text in tab titles

What problem are you trying to solve?

When an applies to label is used as the title of a tab, the pop up that normally appears when you hover over an applies to does not appear.

The hover text is helpful because it helps users understand what the labels mean. IMO it's particularly helpful for explaining what "planned" means.

Proposed Solution

Make it so the hover text still appears when the applies to labels are within a tab heading.

Taking into account the upcoming changes from #2322, I'd like to know if the new design moving from the tooltip to the popover would be somewhat too busy for an element acting like a header - in which case we could consider options like a leaner design for this usage (or bringing back the tooltip constrains for this), and/or limiting the amount of allowed lifecycles for applies-switch.
