Expected normalization for path-and-query?

If I set-path-and-query(""), should I get back "" from get-path-and-query, or is there some normalization allowed, or some normalization required?

Wasmtime currently returns "/" after having set "".

Some normalization rules are specified in RFC 9110 §4.2.3

The spec should allow for (MAY perform) normalization according to those rules. I don't think we should require it.
