Add HYSETS dataset to PAVICS THREDDS

• Store netCDF files into Birdhouse/ets/HYSETS
• Store watershed boundaries on GeoServer.

The netCDF files will be hosted on the cloud, the only thing to do would be to host the shapefiles.
