RavenGIS - Investigate PyGEOS for intersection speedups

One of the major issues blocking the removal of GDAL is the loss of speedups for intersection that GDAL+GEOS brings us. PyGEOS (https://pygeos.readthedocs.io/en/stable/) is a potential solution to this problem and would integrate very well (practically a drop-in replacement for many functions) with the extraction efforts.
